MINUTES OF THE PUBLIC MEETING OF MAY 14, 2013
TOWN HALL, 542 LIBERTY STREET, HANSON, MA

Called to Order at 7:00 PM under M.G.L. c 131, §40 and the Hanson By-Law 3-13, §5 and Rules and Regulations by John Kemmett, Chairman, in Meeting Room A at the Town Hall.

Public Hearings
 
7:00 PM  Notice of Intent for the proposal to install an in-ground pool within 100 feet of a Bordering Vegetated Wetland (BVW) at 63 Independence Ave. for Michael & Denise Bonavita represented by Brad Holmes of Environmental Consulting and Restoration  (DEP #SE175-0631)  (New Hearing)

        Mr. Harris read the Public Hearing Notice and the abutters were verified.  Mr. Brad Holmes, P.W.S. representing Mr. & Mrs. Bonavita made the presentation for the installation of an in-ground pool within 100 feet of a BVW and a certified vernal pool.  The proposed location is within an area of existing lawn where an above-ground pool was located previously.  The erosion control will consist of a staked silt sock as well as construction fencing to further prevent encroachment beyond the work area.  Twelve (12) native shrubs will be planted along the outside of the stockade fence to mitigate any potential impacts from the project.

Discussions

Smitty’s Bog – update

        Mr. Clemons commented that the article for the phragmite removal at Camp Kiwanee was approved at Town meeting.  He suggested that we pursue a Request for Proposal (RFP) simultaneously with the Recreation Commission to locate a qualified firm to do the work in FY14.  Mr. Harris mentioned that he’d had a conversation with John Delano who knows of an outfit that does eradication.  Mr. Clemons said that any all sources should be identified in the next week or so and that we should touch bases with NRCS as to what they recommend.
        On another note, the Notice of Intent for the Restoration Plan was submitted to DEP with a hearing date set for June 11, 2013.  Mr. Clemons said that he would be happy to present the proposal.  

Nathaniel Thomas Mill/landscaping

        Mr. Harris mentioned that the grass is getting higher at the Mill and suggested that the Highway Department be contacted to see if they’re going to continue to mow it this year.  If not, we should seek other avenues.  Mr. Kemmett mentioned that he and the electrical inspector went over to the Mill to check things out.  He is considering pulling a permit and doing some repairs.
        Mr. Clemons reported that he and Bob Dillon went to the Trails Conference this past week to attend workshops that he deemed very informative.  He was able to garner information on the grant application process.  Mr. Clemons added that he was appreciative that the registration fees were paid for them.
Today he went to a meeting of the Department of Conservation and Recreation for several more workshops.  A round of grants is available now through mid July for which typically ½ of the applications are successful with a 64% reimbursement.   Mr. Clemons said that there a couple of potential projects in the Poor Meadow Brook Corridor that are viable opportunities that our Open Space and Recreation Plan make us eligible for.  He is going to meet with the Wildlands Trust and the landowners in the near future.  
Lastly, Mr. Clemons mentioned that the Eagle Scout Project had been completed at the Plymouth County Hospital for the construction and installation of ten Bluebird nesting boxes.  One was installed near the community gardens and the others are spread out through the fields.  This eagle scout had raised money and had some left over.  He had offered to donate it to the Conservation Commission and Mr. Clemons suggested that if it be used to mow around the boxes.
